Putting regions on track for carbon neutrality by 2050
In the 2050 EU Energy Strategy, the EU has set a long-term goal for reducing greenhouse gas (GHG) emissions by 80-95% when compared to 1990 levels, in line with the efforts of the Paris Agreement to limit the temperature increase to 1.5° above pre-industrial levels. C-track 50 takes up this ambitious reduction target of CO2 emissions for 2050 as a starting point of the project – also called carbon neutrality.
In order to achieve carbon neutrality, C-track 50 chose to focus on the local and regional level. Indeed, sub-national public autorities often lack the technical know-how and resources to develop long-term climate and energy actions. This is why C-track 50 aims to mobilise and guide public authorities in defining long-term energy policy priorities and to support them in developing, financing and implementing ambitious integrated sustainable energy and climate policy action plans.
Multi-level cooperation
Another dimension of C-track 50 is its focus on multi-level cooperation. By organising roundtables and bilateral exchanges between local, regional and national representatives, national energy and climate priorities and efforts will be linked up with regional and local policies and actions, which will ultimately facilitate the delivery of integrated plans. Closer collaboration at the EU level will also be thought, through the organisation of an EU conference at the end of the project.
Capacity-building & Access to funding
Capacity-building activities will focus on knowledge gaps and needs at a regional and local level, so that local and regional authorities are empowered to develop integrated energy and climate policy plans, but also to secure funding for the implementation of selected actions. C-track 50 will support at least 116 sustainable energy and climate policy action plans and develop at least 105 funding proposals for implementing sustainable energy and climate actions/projects.
Role of Energieagentur Obersteiermark GmbH (EAO)
EAO’s role in C-track 50 consists in coordinating the implementation in Austria as well as contributions to the transnational cooperation in the project consortium. EAO will also assist minimum 10 municipalities to develop energy efficiency projects and energy plans, as well as proposals for funding energy efficiency measures.
